Generally, all the Commercial Banks in the Public Sector are totally exempted from the State Shops and Establishments Act as they are directly under the control of the Reserve Bank of India.
All other banks in the Private Sector are covered by the S&E Acts in the States. However, they can seek for exemption from certain provisions like maintainance of registers etc.
Similarly there are certain exemptions in respect of Co-operative banks and societies.
It is better to refer to the notifications of every State in this regard.
