You wish to hire interns from a certain college. However, have you prepared the Internship Training Plan (ITP)?
Roughly, you need to include the following in your letter:
a) Duration of the internship
b) Will the selection be based on academic performance? If yes, then the performance of which semester will be considered? What will be the cut-off percentage? What will be your policy for the students who meet the requirement of cut-off percentage but also have a backlog of previous semesters?
c) What will be the selection methodology? Will you conduct the tests? If yes, then you need to include the timetable that mentions written tests, personal interviews etc. Will there be multiple batches? Where will the selection happen? Will it be at your company premises or at the college?
d) Will you pay the internship allowance? If yes, when will it be paid and how will it be paid?
e) Will you conduct a test at the end of the internship?
f) Other than the internship allowance, what facilities will be provided to the interns which are generally provided to the regular employees? (For example, a few star hotels provide free meals and laundry facilities to the interns).
g) Like other employees, will interns be required to adhere to safety precautions? Will they be required to wear PPEs and, if so, then will the company provide those free of cost?
h) Will there be any other restrictions like the use of mobile phones, etc?
g) Have you prepared a list of dos and don'ts for the interns? If yes, then will it be provided on the first day of the training?
I hope you will be able to prepare your letter based on the above points. However, even before you send a letter, I recommend you talk to the placement officer of the college and obtain information on how other companies select the interns.

You may write to the Director/Principal/Placement Officer of the particular college a letter showing your interest to recruit trainees, asking them to furnish the list of final year best students of particular course who are going to pass out in coming months, ask them whether the college has facilities to conduct campus interview. If yes, ask them to furnish the details of the schedule of the proposed camplus interview. Ask them the total number of students available for placement to meet your requirement. Based on the feedback you receive, you may plan about the next step of your campus interview.
