The registered address would be corresponding to the entrance area so the applicability of ESI will not be there, but since ESI is a welfare legislation and it is in the overall long term interest of the organisation to comply with it, you may consider approaching the local office of ESI Corporation for clarification in this regard

Dear Ravi,
The scheme of ESI is applicable to this establishment as it is exist in buffer zone, in my opinion. It would be appropriate to check the notice on which the names of the revenue villages mentioned to which scheme of ESI applicable.

Did you receive any communication from ESI for taking registration in between? Discuss with the management to know what is their view on ESI, the management should opt for the ESI as it is a welfare legislation and it is in behest of both employer and employee.

apply for registration, if it is situated in non implemented zone, they will issue their clarification and will keep touch till the zone get implemented, and would ask to proceed for registration

general public or employer has no control over the zones, but they have to apply for registration,
