Employee worked till Saturday (11/01/2020) Sunday (12/01/2020) week off. Monday & Tuesday (13/1 & 14/1) availed Sick Leaves. 15 & 16th Holidays. He attended for duty on 17th. Can employee avail sick leave for 13th & 14th for two days (15 & 16th holidays). Should we consider 15 & 16 which are declared as holidays, as part of sick leaves? Please clarify.

How? You need to permit him for 2 days Sick Leave only, as he has reported for duty, immediately (very next day of) Holidays? If any weekly-off/holidays fall (either prefix or suffix) you need not take that into account. In standard companies, as a normal practice, even intervening weekly-off/holidays shall be excluded while computing Sick Leave (only). But if an employee is enjoying his continuous EL, then intervening weekly-off/festival holidays shall be accounted as Leave.
