Kindly suggest me how to change the behaviour of my Employer - he is not initiating any policies for the betterment of employees.

I wonder how much level, you are stretched to the situation, to ask this kind of question!
It is my own suggestion. All employees identify three persons among, as your representative. Only this three will talk to the Management Personnel. Others keep dumb attitude, Do not talk to any Management personnel, do your work sincerely, try to give more out put. One stage Management will be eager to find out. On their quarry, the representatives (identified three person) to meet the Management and inform the need for better facilities inside the shop.
If the Management is sensible, this will give you wonders!. This is positive approach. If still they are not receptive, other alternative is only negative approach, which will be not palatable / good for both.

There is no success formula to break hard but but boss like one you have but approach can work.
Generally one of the main reasons for non- acceptance of HR policies is cost involved . So start with those which have minimum cost.
The other approach is of keeping on repeatedly hammering the benefits of such policies. Some policies, may lead to more employee satisfaction which in turn lead to better efficiency, less attrition, result in cost reduction , reduce potential danger of unionization etc.
Anything repeatedly told in persuasive manner is likely to reach the point of acceptance someday. Only hope and perseverance may work.

As other learned members have suggested,raise the points time to time at suitable opportunities and try to change their mind.
It will be a time consuming but strategic approach to change mindsets.

It is a Capitalist world where only output is cared about. (theory X)
As an HR, make them see how keeping employees happy will lead to better productivity and results and that too is beneficial if the company wants to go in the long run.
Try and give your suggestions backed up with data and Projections and how they can benefit by working for the employee's betterment.

How can we suggest to change the behaviour of your Employer, whom we do not know? You did not mention about the policies to which your employer is not agree. Whether the policy you recommend to employer was a voice of employee or in absence any strike etc took place in your company.
It is not a good move on your part to blame your employer,since you are the representative of the management before the employee and voice carrier of the employee to management.
The policies you want should consider by your employer. On it's on adoption there would be sustantial growth in company, to which you are sure of it. Then you need to prepare a work sheet showing i.e. more production, decrease in cost of production & more revenue generation to be put before the employer.

Form a committee, and draft your requirement in a plain paper. Initially make some demands on welfare facilities both statutorily applicable and others with less cost involved. Make a positive mind to consider some of the demands if they demand during the discussion by management, so that what ever you demand should be reciprocate, and win the confidence and support of the Management.
