One of my employee coming in 11.00 and out time 18.30. (his duty time is 09.00 to 17.30.) So i am confused about his duty mark half day or full day.

Mostly this is depended on the local policy of the company. In my opinion the out time, though he worked extra an hour is not a matter. He reported 2 hours late. Normally in most of the establishment this would be considered as half day attendance.
You may make a written policy and communicate to all employees, so that everybody is clear on the working hours / late reporting.

Dear Queriest,
To enforce discipline in any organization is a prerogative of employer.
When an employee reports late daily by 2 hours and you are confused then how you will run the business? How the employee stay late daily by one hours without your consent? Do you need a written policy for this as suggested by our learned member Babu?
I'm confused reading this all this.
