Hope you are a HR professional.... other than general HR activities...the HR's major role is a "CHANGE AGENT", change is painful but inevitable, change is continuous so as per the changing world the organization need to undergo lot of changes failing which the organization will perish as the competitors will over take.
Change should from the people, by the people & for the people so as a people man HR need to take charge of the change. HR is responsible for change in Technology, people, processes etc., etc., As I told the change is very painful hence people may not simply accept even management may not be ready for change with a fear of failures & losses.
As a change agent the HR need to face lot hurdles, resistance and this is mostly from the Top Management, top professionals, Seniors in the organization but you need to go on. Need one breakthrough & this specifically on financial front ie., once you succeeded in adding value to the
bottom line (profits) then you are accepted, appreciated, allowed & followed.
Considering the above facts you need to be very specific on your first change initiative because it is a do or die situation.

There are generally three categories, one who opposes will always be the first to speak up, try to gather support, the supporters will take time to come out in the open, but eventually will come on a little persuasion and finally the significant majority will keep their both options open for some time, they wait and see for seeing which side the wind will blow. Experience shows that the determination and patience pays also you have to encourage the pro-change elements while tacking the critics individually and using all means available at your command. In deed before going for any change, you may sound a few individuals on the desired change and get feedback and then work out the plan of action. Think about alternate plans and keep it ready.
