Sending email prior to two days of joining stating list of joining documents to submit, ask candidates hobbies and interest, let him know his induction and orientation plans in advance.
Employee survey after one week having combination of questions such as was the joining process smooth? Did you get welcome kit? Did your reporting manager spent enough time with you?

It would be better if you apply your mind , read some literature, do some home work and come out with some points and ask for value addition rather than using this forum for cut and dried answers.

Policy document is highly appreciated, however I believe on-boarding policy should have purpose to identify engagement level of new join employees.
It should not be only process oriented wherein focus on ensuring formalities, but on-boarding should provide employees enough insights about culture of company, growth plans, last year or any recent achievement, mentor within team, cross-team sessions and many more.
The only objective is to get joining success and candidate's quick engagement towards new roles and responsibilities.
