Leave is defined under factories act & shops act, and not under CLRA. depending on where the workers are deployed, one of the acts will be applicable for leave entitlement.

If you are engaging contract labour in a factory, they are eligible for all types of leave under Indian Factories Act and the rules as applicable.
If it is Commercial establishment/shop, they are eligible for leaves as Shops & establishments Act.
Please understand one thing Labour Laws do not consider Contract labour/casual labour/badli worker/temporary worker or permanent worker. They only recognize that a worker is a worker irrespective of the category.
