1. Is there any distance specified to setup the canteen for workers above 250?
2. If the company is not having space to provide workers canteen inside the company premises what could be the alternate?
3. If the company provides vehicle with sufficient time to avail canteen with free food facility in other unit of the same company 500-600 meters away, is there any legal issues will arise on it?
4. How the company has to get approval for the factory layout plan in this situation?

If the total working hours are equal to or less than 08 hours per day & if meal time provided is suppose 30 minutes then ideally if the distance is more travel time has to be added in Meal Time which may increase spread over. Those who do not avail canteen services may be allowed to take rest.

Need to think alternatives, please specify the total number of employees in your organization, is your organization works round the clock, possibility of having a dining hall. I opine instead of transporting the employees better to transport the cooked food by this you can avoid many issues not only statutory / legal but more of people related, discipline & operational issues.

Canteen can serve food prepared from outside. If you are able to provide canteen space for 1/3 of workers working at a time, that will be the best solution.
Getting plans approval for canteen away may cause difficulties from the authority.
Since both the companies are different legal entities, then there should be agreement between both the companies for sharing one company's canteen premises. Only this document may cause approval from the factory authority.

As suggested by seniors you can go for outsourced food or have a transport facility for traveling of the employees to and fro for the lunch time.
Regarding Factory layout approval you can show a space (if available) with dining space as the dining room only and you need to be fairly discussing the same (non availability of canteen) with the department for approval.
If your strength is 250+ employees the enactments state an in house canteen/canteens has/have to be maintained by the occupier of the Factory.
