According to TN factories Rules-1950
There should be one urinals for every 50 employees up to 500 and thereafter one for every 100.
There should be one latrine for every 20 employees up to 100 and thereafter one for every 50.

Toilet should be calculated as :
Employees 1 to 15 - 1 Toilets
Employees 16 to 35- 2 Toilets
Employees 36 to 55- 3 Toilets
Employees 56 to 80 - 4 Toilets
Employees 81 to 110- 5 Toilets
Employee 111 to 150- 6 Toilets
Over 150 employees-1 additional for every 40 employees
Out of total requirment for male employees 33% can be substituted by urinals.

Please refer to your State's Factories Rules. All State Factories Rules prescribe the number of toilets and other amenities for the workers (employees).
I feel the members should take the trouble to consult relevant statutes before posting the question.

You have asked for some suggestions on the number of utility blocks in a factory.
Now, while submitting factory plant layout for approval, the no. of workers and accordingly the no. of utility blocks are also required to be shown in drawings.
But you can insist for higher no. of such blocks and not just providing for the minimum nos. so that, such blocks can take care of any substancial rise in workforce in future.
While calculating the no. of Utility Blocks, all workers including staff and contract workers are required to be considered in any one shift or relay. The maximum workforce in any one shift will be the deciding number...

(3) The State Government may prescribe the number of latrines and urinals to be provided in any factory in proportion to the numbers of male and female workers ordinarily employed therein, and provide for such further matters in respect of sanitation in factories, including the obligation of workers in this regard, as it considers necessary in the interest of the health of the workers employed therein.
