Domestic enquiry is based on natural justice.
Full opportunity should be given to the person facing the enquiry about charges,evidence on which charges are based so tha he can put forward his version.Procedural steps may be different in different countries,but if you adhere to principles of natural justice,one cannot go very wrong or deny the other person justice.

1. Sir, though domestic inquiry procedure is based on principles of natural justice, but in order to conduct the inquiry, the terms and conditions of employment as well as Conduct Rules as adopted by an organisation for the purposes of regulating conduct of their employees are also important. For example, there are Central Civil Services (Conduct) Rules which are applicable to central government employees.
2. I am doubtful if the domestic inquiry procedure will be having any relevancy in a given situation until and unless, the initiator of this thread also go into the issue as to which of the conduct rules etc. are applicable in respect of an employee against whom domestic inquiry is stipulated. The service conditions and conduct rules, itself will be basis for award of punishment against an employee, in case the charges levelled against him are proved.
