Is this query for yourself or someone else? Are you from HR? You have not given complete information like nature of the industry, number of employees in the company, whom this HR Officer reports to, how many sections are there in HR department, whether the company has labour union etc.

Find out what is done currently and what scope is there for improvement. You will understand the difference as to what change is needed.
