If u r residing in Mumbai, then u can refer to Bombay Shops & Establishment Act, 1948.
Else u, can refer to your Organization's HR Policy.
There is contradictory one here that if your company is indulge in Sales Promotion activities then u can refer to Sales & Promotion Employees Act, 1976.

Are you in health care or are you an NGO ? You need to follow the Bombay shop and establishment act And also the standing orders of Maharashtra state (if you have more than 50 employees)

Holidays with Pay are allowed under various acts & are in accordance with type of industry,contract,custom & usage.Some of the major laws that define leaves are factories Act,Shop & Establishment Act, Apprentice Act,Sales Promotion Act & Model Standing Orders.Since yours is an NGO,it would be governed by the respective states Shop & Establishment Act.You can refer the said Act and accordingly devise the leave rules

I'm working in a company which is a distributor and promoter in himachal Pradesh for a mobile phone manufacturing company. We are recruiting sales manager, promoters, team leaders etc.
I'm in process of making a leave policy. But I'm in confusion whether Sales Promotion Employees Act will apply. If so what will be the criteria for selecting employees on whom this act will be applicable? Is there any wage limit?
Or leave policy should be made as per HP Shops and Commercial Establishment Act
