The information that you have given is inadequate. What is your product or service? How many processes are involved to produce the product or deliver a service?
What is your designation? Is this your own initiative or some senior authority has told to take up this exercise.
As far as training framework is concerned, you should measure the following costs:
a) Inventory Carrying Cost of Raw Materials
b) Work in Progress (WIP) Inventory Costs
c) Inventory Carrying Cost of Finished Goods
d) Capital costs to run the operations
e) Capacity costs
f) Maintenance costs
g) Quality costs
First you measure these costs. Training will be conducive if you focus your training activities to reduce these costs. Otherwise training may become not just rhetoric but humbug too. Secondly, these costs you need to measure on your own. No ready-made frame can be provided by outsiders.
