I am working with one of the Textile company where 3 years back I had joined as EA to MD and than I changed my profile to HR.
I have rejoined this company as Executive - HR, n in that role I have to report to a lady who has joined after me (around 6 months back) as Sr. Manager.
She works with lot of politics, within 2 months she made sure that we don\'t have to meet the management, n after that whatever good happens that is because of her efforts and whatever bad that is because of her team.
She takes credit for everything that I am doing and puts us in front of management in very negative sense.
She is working from home, do not answer for many things for long n long hours.
Don\'t understand how to deal with her
do you think I shall talk to my management or it is better to look for change

After reading your post i would like to suggest you the following:-
1. Please arrange for a meeting with her including your team members also and putforth your problems and difficulties before her clearly just to work out a soultion for the issue without sounding negative, without blaming her.Please prepare a minutes of the meeting and circulate it to her and to the other team members also.
2. Always remain courtious and vigilant. Dont snap her.Always understand her behavioural patterns so that you can plan your further course of action accordingly.
3. Please dont maign her as it would land you in problems.
4. Does your company have grievance handling mechanisms?. If yes, still first arrange for a meeting with her as suggested above.
5. Please keep her posted on the upending challenges that you and the team faces in case of delayed replies from her end.
6. Escalating the matter may result in backfiring so please be patient. Even if you want to escalate the matter do it just to find a way out and not to complain about her.
7. Please find a mentor in the organsiation who would mentor you on such things.
8. Always keep proper proofs and evidences of the work you and your team members are doing which will prove you and the teams contribution and you will also be able to show the same in appraisals and to the management also.
9. Quitting would be the last solution. Remember if you try to make your boss successful in terms of achieving company goals, departmental goals she will surely count on you.
