Hello Deepa ,
First study the existing manpower base .
Department wise how much manpower is required
ie : Department wise Shift wise and operation wise .
* List out the operations in the department
* Against that how much manpower is required operation wise and skill wise .
* against that how much manpower you have at present .
* When you arrive at this you will get the picture wether you have excess or short
manpower department wise and skill wise .And also you will ascertain where
you need to fill the gaps .
Also consider the present production volume and the forthcoming production plan
for next year . For this you have to take help of others like production dept
I may not be a senior but i have tried to answer your query . hope this i of some
help to you.
