But after one week they did not mail the offer letter. When I contacted them they said that my offer is on hold due to a hiring freeze. is it true?

The matter falls under company's policy and discretion. A company may have to examine various factors like hiring costs and budget allocation for job etc. and may sometimes keep an appointment on hold till some time. merel filling an employment form may not confer any right to emloyment.

Dear Vinay,
Wait for another week for them to respond, if they don't, drop this.
If an offer had already been made to you, it was almost a closure. They wouldn't keep the procedures open for long.
What's the point in brainstorming on the reasons to their silence? If you can land a job offer with IBM , chances are there , that you would clear the interview with its competitor, with similar projects.
May the best job offer , find you !

Dear Vinay,
It very normal specially in IT industries. There are times when employers needs to cut down current manpower inventory or stop hiring new recruits due to slow cash flow & market status. So don't worry, wait patiently & also in a meanwhile keep looking out for a better opportunity. Good Luck

In big companies hiring is based on the anticipated business, but if the same doesn't come through & they already have enough number of people on the bench (awaiting placement on new projects), they impose 'hiring freeze' as a business necessity. You perhaps happen to be in that trap. The only sensible solution is to join some other company & develop your experience profile.
My advice to freshers is not to be content with a verbal assurance by any company that you have been selected. Unless you receive an Offer letter, it is fair to assume that you have no job in hand. But also remember, that having an offer letter in your hand does not mean a guaranteed job till you receive your 'Appointment Letter' & accept its terms and conditions. Your employment becomes effective from the date you join an organization.
So no purpose boasting that IBM had selected you & you are awaiting their offer. No other employer shall value such claims; you have to prove your worth as per their selection process. Instead of living on false hopes; join the company (big or small) which gives you an appointment letter. Put in your best, prove your worth & have continuity in the same organization for a minimum of 2 -3 years and then move out, if you must, for a different experience. Your only objective in the first few years should be to learn more (not to earn more) & to acquire expertise that automatically channels your growth.
If you are able to benefit from such free advice, you can label yourself as a mature person.

Dear All;
Was amused to read the question and the comments. As though IBM is the only employer in the world. If candidate has any merit, there are hundreds and thousands of other employers. Candidates are job seekers but not beggers. Employment is a contract. If the other party does not respond, rescind the contract. If employer needs candidate, employer will follow persistently.

Dear Vibhakar
I agree that a candidate shall be aware of infinite opportunities for employment and shall not consider himself to be begging a job.However we value certain jobs as of value or importance to us for variou factors like that job is located in your city thus avoiding migration to some other city or that it provides better work-life balance or that the job offers exactly the same role which he is aspiring for many years or simply he wants tobe in an MNC for his own branding.Thus it is absolutely an individual's perception as to how he percieves the job. In the instant case, the quieriest seems to attach some value to this job for his own reasons and seems to be anxious when the job is kept on hold and sought to know whether there can be any thing like job-freeze in a comapny.The members tried to address this anxiety by figuring out probable reasons for a job- freeze so that it will reduce his anxiety and also make him aware of the realties of job-freeze and as you indicated suggested him to look for other employment pastures. Trust you will agree ,therefore, that there is nothing amusing either in the post or in the replies.
