HSE means Health and safety environment -manager right,
take care of the entire work premises - proper lighting, ventilation , hieght of the factory, distance between the machinaries, fencing of the machinaries.
along with that, urinals , laterinies, drinking water, regular and monthly health checkups and so on,
kindly refer to any of the factory books for your reference
