Minimum Wages as notified time to time (periodically) by State government. This consist of Basic Wages , DA(Special Allowance) that it. The PF calculation will be based on theses two basic component. Over and above other allowances can be added, like HRA, Washing Allowances and other allowances as it is deemed fit. This will concluded as Gross Wages.
Hope , now things are clear.

IN sudan the minimum wage component are basic salary , cost of living allowance, housing allowance on the basis of 66% , 16% and 18% of the minimum salary and the minimum wage is agreed between the goverment , employer union and labour union and is adjusted from time to time

Basic shoul not be less than minimum wages prescribed by Govt. HRA should be 33 % of basic and conveyance not more than 800, Medical allowanace not more than 1250 . You may add other allowance for remaining salary .

I agree this statement, but it has not mentioned in rule or act as per the verson of Labour Inspector minimum wages should be in Basic and DA, what ever component you add like HRA CCA should be over and above minimum wages (Eg:- if the minimum wages is Basic 117.30 and VDA 33.31 per day it should be calculated for 26 days in same compnent)

Mr. Sharma is correct and cleared the point... minimum wage as directed by state govt. shall be maintained and HRA (40% of Basic + DA) can be given.. further u can give in various other head too
