For Ordnance Factory Central Govt is the appropriate govt under Minimum wages Act and also in all applicable labour laws as it is clearly by or under the authority of Central Govt.
The Reasoning given by Mr Pdmatta is not correct. applicability of Minimum Wages is not always related to licence or registration under Contract labour Act For example all private banks are registered under Contract Labour Act with the Central Govt i.e. Assistant / Regional Labour Commissioner (Central), but for minimum Wages Act State Govt is appropriate government because Pvt banks are not by or under the authority of the central govt as they are independent companies registered under companies Act. Whereas under the definition of appropriate govt of Contract labour Act, Central Govt is the appropriate govt for banking companies therefore the banks are taking registration under C L ACt from the labour department of Central Govt.
Farukh bhai follow the minimum wages fixed by Central govt and D A declared by the Chief Labour Commissioner (Central), New Delhi on every April and July available on the website www.clc.gov.in
