I really interested in pursue master degree in HR which focusing in human resources management, especially in organization development.
I really want to studying abroad, perhaps in Germany that i know one of the best place to learn :) i need your suggestions about this, where is the best country and university to learn HR ?
If there is a chance to get scholarship, i really want to get it ;)

From your note it appears you want to complete an MBA program, specializing in HR/OD? If that's the case, then an MBA program from a well known college will be ideal.
If you are looking at a Master's in HR/OD only, then you need to be aware that HR/OD dynamics differ from country to country and you might meet resistance in landing a role in India or outside the country of your study.
If you are deeply interested in pursuing HR/OD, my recommendation is to study the backgrounds of HR/OD folks working with consulting firms or specialized HR institutes and then applying to their universities.
In India, XLRI and TISS offer the best courses, in Asia I'll strongly urge you to look at Asian Institute of Management, Manila as well as INSEAD, the Asian campus.
Scholarships are available under different categories - INSEAD scholarships are granted by the Tata's as well.
