I dont wish to disclose my firm's name - a decent sized firm .The problem is the late payment of salary.Payment is made to employee only 7 days before the months end. Being an HR i have tried explaining my management about the negative consequenses and instead, to make the payment ateast by 5th or 7th days of the beginning of the month.It fell on deaf ears.Previously ,employees have raised this concern individually and together . But then they were harassed
and then the employee should leave the company.They are not at all interested in making any changes .I am very concered for all my employee's and wish to
make changes . Please guide me how to deal with such management without hurting relations .

You have mentioned the problem--definitely something that ought to be handled, if not entirely avoided or ignored.
Have you spoken to the management reg the probable causes/reasons for the delay? What are they saying reg the reason(s) [BOTH from THEIR perspective AND YOUR understanding of what they say]--since the possible solutions would depend on the reasons.

Its nice that you do not wants to hurt your relationship with management and a caring hr.
Your problem is quiet similar to many HR persons.
Some of the companies fully depends on periodic receivables even for statutory payable/s.
They take it granted for salary payable too.This might be their nature of running business.In the mean time employee suffers and performance level goes down and its obvious they will look for some better opportunity.
At last business suffers and HR person will be accountable for employee turnover.
This is a trend in some of service sector and distribution mid-sized and small companies.
So keep yourself safer side.Talk to your boss or Some key person of management whom you feel comfortable and tell employees problem and your hr concern.
I hope your management is aware of wage legislation.If not....try inform them by any medium of communication as suitable.

Deepika Parth is absolutely right. This is in contravention of the wage legislation and is sure to get the employer in trouble should someone choose to seek judicial help on this. As a HR, you are within your brief to advise your employers of this non compliance and the potential implications should they choose to not remedy their actions.

Some business owners believe that payment of wages late or holding back a months wages ensures that employees dont leave without notice (as they will lose close to a months wages, which is expensive for most employees).
If that is the case, the there is no solution.
You can either decide whether you wish to stay in a company that is deliberately delaying salary or leave for a better employer. You can not change the world (or an employer who is not ethical).
