And what is the role of Safety Personnel in preparation of Method Statement.
Please clarify with example.

Dear Manish Anand,

Someone who has absolute responsibility and authority should get convinced that a particular job will be executed properly, timely and safely for him to give a green signal to start with the job. To that effect he should get a documented method statement for his approval from the one who is assigned with the execution. Usually it will be the engineer/supervisor who makes it.

Method statement spells out the scope of the work, tools and equipment that will be used, safety precautions that will be adhered to, tests that will be conducted if any at each stage, supervision, and every step on how the work will be actually performed integrating safety.

Though safety equipment that will be used and precautions that will be taken will also be included by the originator, it will be sent to the safety department for them to check and satisfy themselves about the safety concerns. If further recommendations are there from safety department, those will be added and endorsed by the safety in-charge. The method statement will be modified accordingly before submitting for final approval.

Actually I would like to share the concept that we are following in our plant... The terminology we are using is SWP (Safe Work Procedure) whereas you were mentioning regarding Method Statement... Moreover both are same...

SWP are making by a group of Engineers or Supervisors or Section Head of that particular section in our plant and the same has been approved by the concerned HOD of that particular dept... If the HOD is having any doubt regarding Safe Execution of Job or Precautionary measures to be taken, he is contacting to Safety Dept. for further assistance...

The role of Safety Professional is to ensure that all jobs are being carried out with specific SWP through proper auditing...

If taking an example of a welding job at ground floor and at a height of 10 meter, the SWP for both will be different... What mainly the people (Say Engineer or Supervisor) do is, they just taking printout of what they made for welding job and using it wherever they doing welding, this will defeat the purpose of demanding for SWP for each job... Hence safety pro should ensure that each SWP’s are being made after gone through a proper Risk Assessment... Safety Pro should ensure the availability of specific and quality SWP for each job...

Dear All,
as per the summery of Mr. Kesavajee and Mr. Dipil, I understood that this method statement/ SWP is nothing but Work Permit System.
But work permit system covers all the issues what you shared here.
Am I rightly understood or not ? please comment.

Work Permit System is different from Work Method statement...
In the Work Permit, Method Statement or SWP will be appearing as a Check Point... One should issue a work permit only if there proper SWP of the job...
Hope other seniors will also comment on your query if I am wrong...

Is this the responsibility of Safety Personnel at site.

Dear Manish Anand

While studying safety engineering one will learn all those theoretical aspects of safety. To practice what theory one has learned he has to continue with learning.

There are very many tools in safety. JSA, JHA, Hazard analysis, Work permit, and Safe work method - the list is long. Quite often safety people are in dilemma at differentiating one from other.

There is no hard and fast rule with regard to adopting safety tools. It is for the particular industry to adopt the best one suited to them.

Safe work procedure goes along with JSA/JHA. Normally a JSA will be conducted to prepare a safe work procedure though it is not often adhered to. Safe Method Statement is synonymous with Safe work procedure. Preparing a JSA or a safe work procedure is not the responsibility of an individual but a team work involving different department personnel including safety

How ever a method statement is entirely different. It is the engineering aspects of the work. In a method statement detailed information on safety will not be provided though it will be mentioned as to how safety will be integrated. For example (1) Safe work procedure will be prepared and followed (2) JSA is conducted and attached with (3) All the employees will use appropriate ppe (4) Work permit will be obtained before starting the work etc. There will be all the general statements on safety.

Mainly a method statement is to give various steps on engineering and execution part of the job. Preparing a Method Statement is the absolute responsibility of engineering departments. It is essentially the responsibility of line management who is to execute the job. Here we have to emphasis that safety is only a staff function.

Your answer is here:

1. Safety people are not the one to prepare method statements. It is the responsibility of the one who is to execute the job and usually it will be the discipline engineers/supervisors.

2. Role of safety officer with regard to a method statement is to only oversee and ensure that safety is well taken care of and to that effect help them with safety recommendations over and above what engineering has projected.

Hope you have your doubts cleared with this.

Actually i was little confused while reading on first day because METHOD STATEMENT word is new to me always we call WORK STATEMENT(it differs from place to place). How ever with help of you & Mr.Kesav i was clear now. . .
Mr.kesav sir was nicely explained about everything . . .
