Mere raising a competency framework is not sufficient. Each staff member should understand the definition of that competency. First this framework should be understood by your leadership and then come to the down the line.
The second thing is not just defining the requisite competencies for the particular position but then you need to have elaborate explanation of that competency also.
The third thing is to train the staffs to attain the respective competencies. Staff cannot acquire those competencies by themselves. Because of their past employment, on a scale of 10, they may be somewhere between 5 to 8. But is this adequate for you? To raise their level of particular competency, you need to train them also.
The fourth thing is that you need to start generating home-grown or indigenous examples of a situation wherein particular staff member had exhibited highest level of particular competency. These examples will go a long way in imbibing on the minds of the staffs what competency is.
