Statutory Compliance means whatever we are complying and maintaining as per the requirement of Government / local bodies.
Even if the Police authorities giving instruction in writing to maintain and submit a copy of the workforce details in soft copy will also be considered as Statutory Obligation. Whatever PF, ESI, Welfare fund to Government you are remitting is also known as Statutory compliance.
Payment of wages in Time to workmen, abiding the Minimum wages fixed by the Govt from time to time Payment of Bonus, Notice Pay while relieving, retrenchment compensation, gratuity, PF, Pension, Leave, everything are clearly expressed by the Government. Hence the above all are forming the part of Statutory Compliance.
I am unable to understand in which aspect you want to acquire the knowledge about Statutory compliance.

As per my concern I feel the IT Companies should be registered under Shops and Establishment Governing act. Please approach for registration of establishment to the appropriate authority.
Pay roll software packages are readily available in market and you can ask the experts to give you a tailor made to suit your company.
Please maintain all the documents from the day 1 to retirement of all the employees personal documents as well the respective subjectwise files in proper way.
Have your company registered for PF and ESI, If not start action for getting it registered and start deducting for the same from your employees.
As a welfare measure you can organise picnic, party, get together, entertainment in lunch time or weekends, where you can involve the families also to have better understanding between the staff members.
If you think you can develop your own HR department in your own way as you wish it should be.
