As far as the HR Department is concerned, its role is to create a policy on the performance appraisal and ensure that its uniform application takes place. To ensure proper implementation of the policy, the HR professional may attend the PA session. However, why does the HR professional want to meddle between the Manager and the subordinate? PA should be always conducted by the reporting manager or the HOD.
Secondly, how the HR person is expected to know everything about all the persons in all the departments?
The HR's primary job is to ensure that the KRAs are designed properly and the focus of the measurement on some cost or a ratio. Each KRA must adhere to the SMART Principle. Going further, the PA should take place on the evidence at hand and both sides should not use their imagination.
The HR's role in PA is of the umpire. If they do not become a player from either side the better for the organisation.
