Please let me know what kind of discussion you are expecting... The format which you is very simple one and when comes to Job Safety Analysis its contain all what is required...
Then JSBO, Job Safety Behavior Observation Process, is something very much differ from JSA as per my understanding... The main aim of JSBO is to bring behavioural change into the work group...
When comes to JSA it's to be made before work... And JSBO is something which to be performed during work... In which you can reffer JSA... Whether all write down in JSA is following or not, all can be cross checked through JSBO...
Let me know your reall intension of starting such discussion... Hope we can get into a good conclusion...

my real intension is to understand the performance of these. whehter it is being done or not.
i want the team to do the same, if not in practice. the sample format is only for guidance, how to do.
i'm more intrested on its implementation part. let's have some discussion & improve the implementation process.
we are doing the same & also, we are doing FMEA. this gives a very good & better results.

In our plant we are ensuring that for all the tentative jobs a Safe Work Procedure in place... Whihc is same as JSA... Which is mandatory for all the jobs... If one job going on without a SWP its a violation... It's under implementation stage and getting more strengthened day by day... This particular SWP based tool box talks are being carried out in each section before start of job...
Another system we are having in place is safety observation process... Which is driving from the top management... The top executies are going into field for doing safety observation in view of bringing behavioural change among workforce... They also demanding SWP to the job supervisor... Then ensuring the work is going on as per the SWP... Hence implementation of SWP is also getting strengthened...
I think the involvement of top management in any system will surely improve and help in implementation...
