TDS is deducted at the time of payment or at the time of crediting the amount which ever is earlier.
The rates of deduction are given in the Income tax.
The amount so deducted has to be deposited within stipulated time in the bank.
TDS returns are filed quaterly.(details of all TDS deposited during the period)

TDS is Tax deducted at Source. Income Tax Act stipulates for deduction of tax at source at the time of making payments to vendors including employees. The act also stipulates the rates at which the deductions are to be made. The mainpoints of the legal provisions have been compiled by me in an excel sheet and the same is enclosed. Howevver the other two enclosures already contributed by two friends are also useful. But I like to add that the legal provisions in the Income Tax Act may please be consulted to know about the nighty grity.
Please go through the Work Sheet named 2009-10.
