Hi Shalini,
You can fix a day may be friday or saturday and have the second half fixed for some activities like team building games, competitions, quizzes, etc. you need not have a prize for the same.Also,if you go through the thread on Fish philosophy activities on this site, you'd get lot of inputs. Incorporate it and you will definitely be able to make a difference.

I don't think top management will spent money on this. So better plan for in house activities which doesn't require funding. Feeling of insecurity will definitely affect motivation and productivity. HR has tremendous responsibility at this time.
1. Can plan for in house evening parties with some team games
2. Avoid recession/layoff news from company blogs
3. Circulate content which generate more positive energy in team members
4. Can plan for team outing/lunch/dinner by sharing own money
