there are a many initiatives you can try ou to make HR presence visible:
1. Events (Fun games, parties etc)
2. Team Building activities
3. Arranging meetings with senior management n HR team
4. Sharing summary of policies in brief over mail for their quick understanding...etc
try some of them...m sure they all will give u desired results.
