In India Most of the companies don't have any concept of HR.The owner and management of company don't believe in the concept of HR.
HR is just a puppet in the hands of owner and management.Very very few and big companies may be exception to this case in India. In India the concept of HR is not very matured. Only in magazines and in articles very big and glossy things are written about HR. That HR is this and HR is that. That is all non-sense practically in India, except very few organzations like TATA, etc and such like.
