@Ravi unless the date of effect is notified, the present threshold limit of 15000 will continue

Sir, as mentioned in the said notification, it is an INTENTION notification and not final. The final notification is expected to be issued by the appropriate government after considering objections/views received from the concerned persons within stipulated time as mentioned in the above notification. Within what time and by which date, it is expected that the said final notification will be issued is difficult to guess and predict.

The limit should be enhanced from 01 April 2017 not from 01 Oct 2016 because we can't cover the employees under ESIC Scheme from back date. Some companies has taken the mediclaim policy, for the personnel not covered under ESIC will bear the cost of premium and also subscribe for ESIC Contribution.
Some personnel we will cover under the scheme during Nov 2016 and again remove during Apr 2017 after implementing the annual increment.

We need not cover the employees whose salary/wages is in between Rs15000/- and Rs21000/- per month as the October 6, 2016 Gazette Notification is only inviting objections from the Public within a period of 30 days. After the Govt.'s Consideration of the objections, the final Notification will be published in Official Gazette mentioning the date of effectiveness for the Order.

Hi friends,
our concern is: many of the staff have crossed the 15000 ceiling as on Sept,16 and now out of ESIC limit. Since Oct cycle is beginning, we will not be recovering ESIC for them. If the draft is finalised and implemented, they will be back into 21000 ceiling. Now the question is, should we continue their recovery for now or stop it and restart it again. becose, once we start contributing now, we cannot discontinue the same for this cycle.
rqst for help.
