First put up circulars on official notice boards saying that employees not wearing appropriate uniforms will be barred from entering the premises. Those who try to enter for the first time, allow them after obtaining an undertaking from them in writing for condonation for only once and obtaining assurance that they will enter wearing uniform henceforth. And ensure that this condition is included in the service conditions by your administration by issuing necessary amendment. Thereafter don't allow them to enter the premises, mark them absent. For continuing such offences take disciplinary action against them.
