You have written "when this officer was moved last time to a new section in this dept, he had raised a similar issue and finally managed to move some workers from his old section to his new section". I have seen this happening many times that some people like to work only with their known or established subordinates to avoid efforts in training/ understanding new staff or they are not confident/capable to deal with the new team or for some other vested interests. This could be one of the reasons.
You have written "maybe he is trying to excel himself by putting others down so that he gets his promotion". Is he due for promotion or has any body junior to him has been promoted? New GM has joined the department. Was he expecting to become or being placed as GM?
How long he has been in the company? When was this behavioral change noticed? He may not have been willing to changes to another department for some reason or the other?
