240 working days concept is Eligibility for ELs. If the employee dose not to allow 240 working days in a year (i.e. 12 months), he is not eligible for EL / PL for the next year.
In the same way, If any employee has joined any of the month in the calender year, he is eligible for EL/PL when he completed 2/3 of the working days in his total days.
Ex: A person joined on 01.08.2010
Total No. of days has to work in 2010 is - 125 (Aprox)
If the person has worked - 80 days(around), he is eligible for 4 PLs in the next year
If the person worked - below 80 days, he doesn't get the PLs in the next year.
But I want a small information about CLs
Which section under the Factories Act stating about the CLs.
Please provide the information.

Capter VIII and Section 79 of Factory Act is speaking about only ELs, but CL & SL will be based on the local policy (it differs from company to company). Factory Act will not speaks anything about CL or SL.
