There is no constant rule for CL, SL and Earn leave applicability. Different companies are following different rules. However, please refer the model standing orders of your copany, which will help you to get further information.
1. Normally companies are providing 6 CL, 6 SL per calender year (if any joins inbetween, it will be calculated on pro-rata basis).
2. For workmen category, for first 180 days, 1 PL per 16 days working (i.e. 15 PL for first 180 days) and further 1 PL per 10 working days.
All leave calculations will be based on calender year.

2) SL-not less than 7 and can be calculated on prorata basis, can't be carry forward for next calander year.
3)EL/PL- should be 15 in a year, 1 for every 20 working days, can only be availed after continues working of 240days, shall also be carry forward to next calander year.

This leave policy depends on the company policy.Generally company will give 12 CL and 8 ML.and EL (Earned leave) based on the total working days. Some company's will give you PL also, that is also depends on the no of working days.

If you are covered under Factories Act then CL should be a minimum of 7 days a year and Earned Leave (EL) is calculated at 1 day for every 20 days actually worked. In a year after accounting for weekly offs and festival holidays the actual number of work days would be about 300. If the concerned person has attended all the 300 days, then he would be eligible for an EL of 15 days which can be availed the subsequent year.

Mr Sanjay has not mentioned the nature and type of his firm.If its a commercial one follow the S&CE Act of the state. If it is a factory, pl note that it does not prescribe CL.The negotiable instrument Act is not for allowing casual leaveto any establishment.
