Dear Team, My Factory Is Registered Under Factory Act , Presently We Are Executing Number Of Engineering Projects & Higher PMC ( Project Management consultant ) For These Projects , Can We Authorize One Of The PMC Supervisor To Issue Permit From Our Site , PMC Is Hired For Supervision Purpose For Timely Completion Of Work With Quality Work.
Note down this is critical work of Roof Sheet changing work ie Height Work , What are legal implication as this is critical height work , Can we authorize Project consultant for issuing Permit , --- Any accident in our premises is our responsibility

Dear Jagjeetsingh
In case of any accident in your premises you are solely accountable. You cannot transfer accountability.
You can authorize anyone to issue permit to work at height or for any other purpose provided he is competent enough.
To issue a permit to work at height – whether roof work or any other work – the issuer must have thorough knowledge, skill and authority –we call him by the name “not expert” but “competent person” for he only should mention in the permit all the protective measures to adopt and carryout the work safely.
His responsibility is not limited to just issuing the permit but ensure that the work is carried out strictly according to the permit conditions.
Issuer cannot just issue a permit and relax. Remember in spirit a permit is a sword of Damocles’ for the issuer.
