I need to draft a circular on not to use the lift until and unless it is urgent. We only have 3 floors and constant use of lift by staffs are giving rise to electricity bill. I have drafted the same. Requesting your inputs on the same.

Hi,
I have few observations. Lifts are meant for use especially when you have 2+ floors. Not sure of the industry you belongs to. If the nature of work of employees demands repeated roaming between floors then obviously they will use the lift and you can't restrict on the grounds of rise in EB bill. Especially after lunch an employee who is having work station at third floor how can you expect him/her to use stairs?.
Even if your reason for restricting lift is to save EB cost do not project it explicitly in a open circular to employees that will tarnish the image of your Organisation among employees and also some employees may feel insecure that their Organisation is not in position to pay EB bill itself ?.
So if your office lift is used by external customers also then you may project diplomatically in the following way:
Dear Employees,
It has been brought to our notice by our Customers that many time they were not able to use the lift facility immediately as it is frequently occupied by our own members thereby our customers are forced to wait for considerable time frame.
Hence all employees are hereby requested to restrict the usage of lift and may use the lift only in case of inevitable situation only. This is purely for the benefit of the customers
Stair climbing can help you achieve and maintain a healthy body weight and also to maintain healthy bones, muscles and joints.
Co-operation of each and every staff in this matter is solicited.

Dear all,
This is to hereby notified that management has decided to discontinue the lift facility form tomorrow onwards i.e- 21-12-2022, To use the Lift services you have to take prior permission from HR/Admin Department. If anyone found violating the rules then strict action will we taken against him.

It has been brought to the notice of management, by our business visitors,that they are not able to use the lift facility and hence, they are left with option of climbing up stairs to meet managers of various departments of our Company, as the lift is frequently occupied by our staff members only. This can not be accepted by our management.
Hence it has been decided to restrict the use of lift. However, senior employees aged above 52 years, are exempted from this restriction.
All other employees are requested to understand our Visitors problem and extend their full cooperation to the management in this regard.
