The Ministry of Environment, Forestry, and Climate Change established the Plastic Waste Management Rules. Every local body, manufacturer, waste generator, Gram Panchayat, producer, and importer is liable to the Plastic Waste Management guidelines. The rules are in place to limit the amount of plastic bags or covers that are used, as well as to monitor the manufacturing and recycling of plastic.
Recycler, producer, and manufacturer registration
  • The registration can be done at the State Pollution Control Board or the Union Territory Pollution Control Committee.
  • Registration is required for the production of carry bags as well as the recycling of plastic bags.
  • Prior to the production, registration should be completed.
  • The producer should fill out Form-I to apply for registration or renewal.
  • Form-II should be filled out by the individual recycling or processing the waste.
  • Form-III should be filled out by the manufacturer who supplies the company with plastic.
  • The state's Secretary of Urban Development must sign the producer's action plan for the plastic waste management system.
  • The recycler must have valid consent and a registration certificate from the District Industries Center or any other government agency.
  • After determining whether the facilities and equipment are suitable for the disposal of plastic garbage, registration will be authorized. Within 90 days of receiving the application, the registration will be issued.
  • The registration will initially be valid for a year, but will afterward be extended to three years.
  • The registration should be renewed 120 days before the expiration date.

  1. The DGFT issues an Import – Export Code (IEC).
  2. A certificate of GST.
  3. Memorandum of Articles of Association / Partnership Deed (If appropriate)
  4. Proprietor's and all Partners'/Directors' identification (Whichever is applicable)
  5. A copy of your address proof, such as a copy of your electric bill, telephone bill, or bank statement.
  6. Storage Facility Specifications, such as Storage Plan/Layout Approved by Civil Engineer. (If Appropriate)
  7. A detailed description (break-up) of the waste to be imported under Part-D of Schedule III, along with an estimate of the annual quantity in MTPA (should be included in form –
  8. A copy of the Purchase Order/Proforma Invoice is required.
  9. Information about the approved actual user(s), including their name and address. i.e. authorized actual user's name, address, and PCB ID/Copy of CCA.
  10. Notarized Memorandum of Understanding (MOU) for selling imported scraps to authorized actual users (on Rs. 100 stamp paper).
  11. Notarized Understanding (on Rs. 100 stamp paper) for the import of paper, paperboard, and cardboard waste, specifically indicating that "paper, paperboard, and cardboard waste should be free of contamination and would be re-exported within 90 days if found to be contaminated." (Only applies to the import of paper, paperboard, and cardboard waste.)
