Suppose that If an employee is already an EPF member or already registered in EPF but right now he is saying that he is not interested in EPF. He does not want to deduct EPF.
Then Which processor should we follow?

If someone is working in an organization which is covered under EPFO and the employee is also a covered employee, then he/she has to be the member of EPF and will continue as member even his/her wages exceeds the coverage limit until become an excluded member.

It can not be as per wish or will of any person.

If employee was covered in EPFO and employer is also registered in EPFO, he/she has to be covered in EPFO.
