Dear Rohini,
Please draft the warning letter on your own and upload it here. Some senior like me will correct it. While drafting a warning letter, include the following:
a) Exact instances of late coming. Include details like date, actual reporting time and at what time the employee reported
b) Exact instances of unauthorised absence
Lastly, write that if the late-coming or unauthorised absence continued then a severe disciplinary action will be taken.
By the way, have you tried finding out why the employee reports late or why there is unauthorised absence? What is the length of service of this person? Is this person under probation?

He has completed his 3 months in our company. After verbal warning he has only same excuse that he is coming from very far that's the reason he get late. We suggest him to relocate here but he is not ready for that also. Due to which which work suffers a lot.

also for a disciplinary measure, many organizations made the attendance timing rules as likely the schools follow, i.e who appears after the attendance entry is marked as absent in 1st half, and thus two incidents make it one day absent. now it is up to management, to what extent they are able to manage it and to what extent they would relax it, but the practice should be uniform for all employees, and not to target anyone in specific

If the employee has just completed three months then he must be under probation. Therefore, removal from the job will not be that difficult.
Anyway, issue him a warning letter and state clearly that his punctuality will be monitored closely and if the misconduct recurs then a severe disciplinary action will be taken. Watch his performance till 31st Jan 2020 and if it does not improve then tell him to submit a letter of resignation. Pay him his dues as per the attendance and close the matter.
