No, both the training programmes do not come under soft skills training per see. While the training programme on MS Excel will come under "Functional Training", the training programme on "How to Give Presentation using PowerPoint Presentation" is a part of the "Presentation Skills". PowerPoint presentation is a tool and how to use itself cannot be soft skills training.
The training programme on MS Excel would differ from one department to another. What is required for Accounts/Finance will not be required for Purchase Department whereas the requirement of the Finance Department will be different from these two. Therefore, while choosing a trainer on MS Excel, understand the exact need of the department and then choose a trainer.
