Minimum wages stipulated by Government to industries is that industry should ensure that the labour deployed by them shall be getting amount, equivalent to minimum wages stipulated by Government. However, nowhere it is written that they should get only stipulated minimum wages and should not get one rupee higher than this. Industries and organizations are at liberty to pay higher wages than those stipulated by Government, but they should not get lower amount than the stipulated minimum wages.
So you can go ahead in fixing higher amount.
