Factory license form no. 3, whether it is related to contracted load/ Sanction load?

Dear All, I have query regarding motive power (e.g in 2000 h.P) mention in Factory license form no. 3, whether it is related to contracted load/ Sanction load (e.g 1700 KVA ) permission taken from state electricity board for running the factory?
Please resolve my above query.
