Dear Prasad
First, you apply with required documents (like area of the premises, working area of the premises, fire load calculation, details of fire extinguisher and fire protection equipment etc.) at the nearest fire station. The fire officer will schedule a date for the visit at company premises. After visiting at the company he will suggest some improvement in the factory premises. After satisfied with your improvement If he satisfied than he will give NOC for a year.

Dear Friends,
Mr.Samir is right.Further in some states there is a Fire and Emergence department. When you apply for the NOC, the said department instruct the local Fire Officer to have inspection of the unit. After that he gives his/her report to the Fire and Emergence department along with his recomendations.
If improvements in fire equipments and at work place is required, further action is taken ie. issue the NOC or giving the time limit for improvements.
The NOC is required in many cases ie. as in our cases the SPCB and sometime factories Department requires the same.
Moreover in any fire incident, for filling the insurance claim the NOC is mandatory requirement.
Regards
