Proposed/ Drafted Standing Orders of Industrial Establishment Needs to be Certified by the Certifying Office/ Labour Directorate of the respective States having Jurisdiction over the Location of the Esta concerned with their Approval & Office Sea. Hence, for more than One Industrial Esta in Two separate States/Province, Two Sets of SO need to be submitted for Approval.

The caption of the thread and its narrative are contradictory. However, Standing Orders required to be certified under the IE(S.O)Act,1946 is establishment-specific and covers all the employees employed in the entire establishment in the cadre falling under the definition of the term "workman" as defined u/s 2(s) of the I.D Act,1947. When the industrial establishment is a company having different branches across the country, it has to be treated as an organic whole and as such the conditions of employment of a particular class of employees have to be the same irrespective of their place of work/employment. Therefore, it is suffice to have the standing orders certified by the Officer in the State only where the company has the branch having the required no of employees on its roll. It is better to define the term "company" in the draft standing orders to be submitted for certification so precisely as to include all the branches, administrative offices etc., wherever they are situated.

As rightly brought out by the learned members, the process of certification of SOs under the IESO Act is the jurisdiction of each State in which the establishment is situated.
Since you have stated that you have uniform service conditions/ policies apply to all the employees covered under the SOs , I want you to rethink about going through the rigmarole of certification of SOs
which achieves nothing worthwhile at the end, when the Model Standing Orders which apply in the absence of certified SOs are quite adequate .
