Sir, Company going to lock out due to employees demand not accepted. what is first process flow.

More details required. The reason that the Management cant accede to the demands, can not be the justified reason for lock out! The demands are pending before the Conciliation Officer or not, is also the matter to be decided for Application for lock out.
Instead of Lock out, if the employees have not raised any dispute before the Conciliation officer, then Management has the right to raise an Industrial Dispute, before the conciliation officer, and initiate conciliation procedure. If the demands are unreasonable, and if the conciliation officer is fully satisfied, he may either refer or not to refer the dispute for adjudication.
