Hi Sir,
I am working as an officer in a CPSU . I have applied for Direct recruitment in a Stage Government services through proper channel, got selected and got appointment order. Immediately, I offered my resignation citing that I got offer of appointment from State Govt and I wish to take up the new appointment.
But my employer is taking significant time and I was informed that my case is still under process. I came to know that there is a hitch in processing of my resignation as far as vigilance clearance is concerned as I am undergoing minor penalty of reduction of two increments for two years without cumulative effect. I was also told that vigilance clearance will be withheld during currency of minor penalty. The currency of penalty ends by Oct'2019 and I am required to join my new offer in July'18.
I have made a representation taking to the notice of management about the guidelines issued by DOPT on resignation and relieving after forwarding of applications. Though, they all looks to be favorable to me, the decision from management is still awaited.
Please guide me on how to proceed on the issue . Please mention relevant rule positions to pursue and convince the management for acceptance of my resignation and taking release to join the new offer.

Alternatively, you may offer to remit the pending amount in one lump sum for the immediate acceptance of your resignation and get yourself formally relieved forthwith.
