Dear @Yc5254,
If the need is "operational", then why your company wants employees to use "personal" mobile phone. Your company should provide phone if the nature of their job demands it.
Anyway, permitting employees to use personal mobile phone is internal matter of your company. Therefore, you may write draft of the letter on your own and upload on this forum. Some senior like me will correct it.
In the draft you may write the conditions under which this permission is given. Secondly, you need to mention what happens if either of the employee is on leave and the person who officiates him is also permitted to use the personal phone. Lastly, what could happen if misuse of this permission is detected.

And also whether any reimbursement of telephone charges will be given since personal telephones is being used for official purpose.

There are certain work areas like refineries, explosives manufacturing area where mobile phones or such electronics devices are not allowed at all and it is applied uniformly for all. Nevertheless, if you are referring to other work situations, it is appalling to note that you are envisaging to control personal use of mobile phone at work by some section of workforce. In today's world restricting the use of personal phone is utopian, impractical and inhuman.
